Not blurry for me on KDE and I wouldn't tolerate blurry, I'd prefer the imperfect solution of using bigger fonts.

KDE Plasma 6 might be the only desktop that does this right on Linux.

I've also been running fractional scaling on Sway for many years now and native wayland applications are not blurry. X11 apps run through XWayland will be blurry, but I don't have any legacy X11 apps remaining on my system.
