How? People have been saying this since CoreML dropped nine years ago. Apple is no closer to revamping Siri or rebuking CUDA than they were back then.

When the cost of deployment drops. And, when their own chip designs are profitable, they'll take the capital hit. Until then, as long as the income split for Gemini backed siri isn't terrible they'll stay an outsource. If they persuade Google to deploy Apple chips into the service I'd say an in-house is within sight.
Apple private relay runs in cloudflare and fastly and I believe one other major. They certainly can and do run services for a long time with partners.
