The number you are looking for is 10. ARD is made out of 9 different stations, which each has its own oversight based on the state they are from. While there are valid areas of criticism, they are overall quite good.

So now they are broadcasting TWO competing series about mountain doctor driving Mercedes and investigating that most rare disease?!
Their public media broadcaster has ever increasing and absurd budget, these temporary bubbles are nothing in comparison.
