I think that as long as the APIs for interacting with whatever each permission gives access to: camera, microphone, geo-location, etc, can't be accessed directly from HTML, a <permission> tag should not be in the spec.

Maybe they want to bring a whole lot of other elements in to allow that type of access, but I wouldn't put the carriage before the horses.
