Still they'd need networking in the USA. For example they have 11 peerings (100G or 200G) with Equinix. https://www.peeringdb.com/net/19428
The Reuters article says

Are you sure that the website and the native mobile app use different CDNs, or a CDN which won't be affected by the ban?
