It would work for Iran:If imported food was much cheaper than homegrown, Iranian farmers would not be able to compete and the country would slip into being dependent on food imports. In addition he whole economy would focus in oil and services

Once that is the case, war becomes impossible, since war nowadays is essential a struggle of industrial production.
